rejected an appli cation riday by an Australian energy company to build an $800 million floating liquefied natural gas terminal off the Southern Cal ifornia coast BHP proposal previ ously was rejected Associated Press BERKELEY Gov Arnold Schwarzenegger on riday released a University of California study showing the state can cut gasoline prices and stimulate the economy by reducing greenhouse gas emissions in transportation Riels In January he signed an execu tive order mandating that Califor nia refineries reduce the carbon content of passenger vehicle fuels 10 percent by 2020 The effort is critical for California to reach its target of cutting all greenhouse gas emissions over the same time by about 25 percent or the state to begin working on a plan to do so however it first needs a formula to calculate pol lution from refineries and compa nies that blend gasoline as well as measuring the progress The UC study attempts to solve the problem It creates a complex way to measure total greenhouse gas emissions created during fuel production in the state The study also concludes that an emissions credit system in which overachieving refineries can sell credits to those failing to meet the standard could stim ulate enough competition and investment in alternative fuels that California could more than achieve its 10 percent reduction goal by 2020 low carbon standard is a 25 2007 at home in the presence of family He is sur vived by his wife of 65 years Lor raine daughter Mary Guinn elst ed of Visalia son Karl Peter of Moreno Valley sister Clarabelle Henninger of Hayward and eight grandchildren and 15 great grand children He was preceded in aeatn nis Henry Roberts AW7'1 Carl was born near Unionville Iowa on June 19 yfa 1915 and moved Dr Carl Ahee to California in sevelt to North Africa for the TehranCairo confer ences He made several weather flights from Key West to locate plot and define hurricane areas once flying into a eye Ahee wrote calmness and strange light within the eye is In order to continue to progress in higher education after the war ended Carl moved his family of five which included twin boys Karl Peter and Henry Roberts to South ern California Carl enrolled at USC as a GI student while Lor raine taught school Over the next 10 years Carl earned three teach ing credentials three administra tive credentials two degrees and a doctorate ollowing graduation from USC first professional assignment was teaching history at Turlock High School In 1950 he accepted a position as a high school princi pal for the armed services He served as principal through 1953 in both the Wiesbaden and Heidel berg American High Schools in Germany Carl began' his service in the Torrance Unified School Dis trict in 1955 as assistance principal at North High School The next year he transferred to Torrance High and served as prin cipal until 1970 Carl later became the director for Torrance Adult School where he remained for eight years He also enjoyed term teaching assignments at USC and Long Beach State Carl retired from a 32 year edu cation career in June 1978 Each year the Ahees typically drove 5000 6000 miles to view the beau ty and bounty of the US and vis ited numerous countries world wide He remained an active mem ber of United Methodist Church MarinerMarlin Associa tion Shriners Masons and various community organizations like the Rotary Club and Elks Club Carl was known for his sense of humor strong handshake tall stance and uncanny memory He will always be remembered as a very kind respectable and giving man who truly adored his family Russell 1920 He graduat ed from Turlock High School Modesto Junior College and the University of Southern California (1939) He attended Hastings Law School until getting his letter from the US government In May of 1941 Ahee joined the Navy flight training program and com pleted Base at Alameda He was commissioned and winged at Corpus Christi Texas and received operational training in PBMs at Norfolk and Banana Riv er His next assignment at Norfolk Va in August 1942 made him a plank owner in the first 3 digit PBM squadron VP 201 Within days Carl met and fell in love with Lorraine Guinn daughter of Dr and Mrs Abraham Guinn of Duck town Tenn After a brief courtship Carl and Lorraine pledged their vows to each other before God and the US servicemen at the base chapel Wliile Lorraine returned home to Ducktown for the birth of their daughter Mary Guinn Carl con tinued logging flight time in the much publicized Bermuda Trian gle Vivid memories for Carl included making night anti sub marine attacks at 50 to 75 foot alti Owen Bray Russell Owen Bray went peace fully into the arms of his savior sur rounded by his family at his home on May 15 2007 at the age of 78 Russell was born in Lindsay on June 22 1928 He lived withhis fam ily on a small farm where he devel oped a passion for cultivating the land This love of farming and' working with his hands continued throughout his life Due' to the hardships of the Depression he provided for his family by work ing as a foreman at the Lindsay Olive Plant where he remained for the next 38 years During those years he used his creative abilities to invent new equipment to improve production at the plant which saved the com pany thousands of dollars Being a modest man he never patented his inventions He was just happy to solve a problem Russell's greatest joy was to retire from the plant and return to a life of farming along with Patri cia his best friend and wife of 37 Russell Bray fci Cremation shows He was always excited to share his creations with others Russell and his wife built a life devoted to Christ family and friends He was a generous man lending a hand to anyone who needed help He led by his quiet example and made a difference in the lives of many people He was survived by his beloved wifePatricia brother Bill Bray his children Regina Bray Cardoso and her husband Luis and their son Chase Cardoso of Tulare Jim Bray Janet Winkempleck and Rhonda McKinney all of Porterville and 11 grandchildren and six great grandchildren A celebration of his life will be held at 10 am today at
