Thursday, July 20, 2006 Visalia Times-Delta Hetch Hetchy has high price tag Supporters say cost would be worth it to restore 'rare temple' The Associated Press SAN FRANCISCO It would cost between $3 billion and $10 billion to tear down a massive dam and restore Hetch Hetchy Valley in Yosemite National Park more than 80 years after it was flooded, a state report said Wednesday. The valley, once described by conservationist John Muir as "one of nature's rarest and most precious mountain temples," was plugged in 1923 to provide drinking water, irrigation and hydropower to the Bay Area and Central Valley. The study by the state Department of Water Resources made no recommendations on what to do next, but said further investigation should include participation by other stakeholders including the federal government, which oversees the national park in the Sierra Nevada. Environmentalists have sought for decades to remove the 312-foot O'Shaughnessy Dam, but opponents say draining and restoring the submerged valley carries too high a price at a time when California has more pressing infrastructure needs. Hetch Hetchy Reservoir on the Tuolumne River generates 1.7 billion kilowatt-hours of electricity and provides drinking water to 2.4 million San Francisco Bay area residents.

The restoration campaign gained new momentum two years ago when Environmental Defense pub- OBITUARIES Glenda Sue Baker Teacher's aide Glenda Sue Baker was a teacher's aide for Farmersville Unified School District for 32 years. James 'Tim' Anthony Cavalier James "Jim" Anthony Cavalier, Volunteers plucked 258,000 cigarettes from state beaches 54,000 Californians joined the global beach cleanup effort The Associated Press WEST PALM BEACH, Fla. Cigarettes and their filters topped the list of trash items culled from beaches worldwide during last year's annual international coastal cleanup, according to a report. In California, where at least 35 coastal cities prohibit smokers from lighting up on the beach, volunteers plucked 258,000 cigarettes and filters from the sand, more than anywhere in the country, The Ocean Conservancy said in a report scheduled for release today. More than 450,000 volunteers removed 8.2 million pounds of debris from 18,000 miles of coastline and waterways in 74 countries during the daylong cleanup in September, the report said.

California and Florida saw the most participation in the U.S., with 54,000 and 25,000 people participating, respectively. Since 1986, more than six million volunteers in the project have removed 109 million pounds of trash from 179 million miles of beaches and waterways in 127 countries, according to the environmental advocacy group. Of the 6.2 million items of debris collected worldwide last year, cigarettes and cigarette butts accounted for roughly 1.6 million. Coming in a close second at 1.3 million were caps and lids, food wrappers and containers. This year's cleanup is set for Sept.

The Associated Press Dam on the Hetch Hetchy reservoir in This image provided by Environmental Yosemite National Park in a June 2004 lished a study arguing that water quality and supply could be maintained if the dam was removed. That report, along with requests by state lawmakers, prompted Gov. Arnold Schwarzenegger to direct the state water agency to analyze previous studies by environmental groups, academic researchers and the U.S. Interior Department.

The study released Wednesday highlighted the technical and legal challenges associated with dismantling the dam, draining the reservoir and replacing the water storage and electricity they provide.
