Visalia City Council meets today The Visalia City Council has a full agenda for tonight's meeting, including a special Michael Alvarez. "He was like a father to all of us." Past employees say their former boss was a good guy. He gave Tulare photographer Tony Avila a break when he was in school and gave him a summer job in the '90s. Avila says even though he only worked there about six months, Coz always remembered him. "I saw him in the spring and he called me kiddo.

He always called me kiddo," Avila said. "It's sad. I really liked him." Coz-Hill said the only way she's been able to cope with the loss of her father is to keep busy. For now, she's setting up everything needed for the funeral, which will be held at 10 a.m. today at the Visalia Public Cemetery.

"Mike was a very good friend for over 30 years, I will miss him," said William Dillberg, a local photographer. "Our condolences to Pam, Rob and the Mike's Quality Camera family." Coz's store, a place called home by photographers in Tulare and Visalia, will be closed today in observance of Mike's death. Continued from Page 3A After being honorably discharged, he made his way back to Visalia, his hometown. He spent a few years working for Albert's Studio, first as an apprentice and then as a journeyman photographer. He spent the next 30 years at Main Street Drug store in the photo department.

The next chapter in his life started in 1977. "He seized the opportunity to establish his own business," said Pam Coz-Hill, Mike's daughter. "His customer service was right in line with his smile. That's what people will miss the most." He owned Mike's Quality Camera on Main Street until the day he died. He ran the storefront and later in life did the books in the back.

Coz-Hill and her brother Robert Coz now manage the store and a staff that says they will miss the founder of the shop they love so much. "It was a pleasure to work with Mike Coz," said employee New Bay Bridge span praised at ceremony Bv SUDHIN THANAWALA of Transportation Director could do final work, ai By SUDHIN THANAWALA of Transportation Director could do final work, and they ''f were still striping, putting up signs and putting down roadway markers Monday, said bridge spokesman Andrew Gordon. Some barrier railing also needed to be installed. Bridge officials had said the bridge would reopen to traffic by 5 a.m. today.

The new section of bridge has been under construction for almost a decade and follows years of political bickering, engineering challenges and cost overruns. James Ghielmetti, a member of the California Transportation Commission, said at Monday's ceremony that the bridge should not have taken so long to go up. "California must do a better job going forward on all of our public works projects," he said. In March, more than two dozen rods used to anchor the roadway to important earthquake safety structures cracked after they were tightened. The discovery threatened to delay the bridge's opening by months.

The bridge will open with a temporary fix for the broken rods while the permanent repair, expected to be completed in December, is being installed. Transportation officials approved the temporary fix last month and voted to open the bridge as originally planned around the Labor Day weekend. Malcolm Dougherty announced during his remarks at the inauguration. He did not, however, give an exact time. The new span replaces a structure that was damaged during the 1989 Loma Prieta earthquake.

It is designed to withstand the strongest earthquake estimated by seismologists to occur at the site over a period. "Despite the journey's length, it has been completed before the arrival of our next big earthquake," said Steve Heminger, executive director of the Metropolitan Transportation Commission. "And thank goodness for that." Heminger was among numerous officials who spoke at the event, which included a poem about the bridge by California's poet laureate, Juan Felipe Herrera. "(This project) has at times inspired me, challenged me, frustrated me and today, after seeing the final product, it impresses me with its beauty, its grace and its strength," said Brian Kelly, who heads the state's Business, Transportation Housing Agency. Gov.

Jerry Brown, who was closely involved in planning the bridge when he was mayor of Oakland, was out of town and unable to attend the ceremony, said his spokesman, Evan Westrup. The entire bridge closed Wednesday night so crews Associated Press SAN FRANCISCO The new, $6.4 billion eastern span of the San Francisco-Oakland Bay Britlge was praised as a dramatic safety upgrade over its predecessor and a beautiful example of public art at an inaugural ceremony Monday, and transportation officials announced the entire bridge would reopen Monday night. There was no public celebration with tens of thousands of pedestrians and fireworks as originally planned. Instead, after years of delays and cost overruns, the opening of one of the state's most expensive public works projects was marked with a relatively low-key event that did not even include the governor. Lt.

Gov. Gavin Newsom, wearing dark glasses, cut a chain with a blow torch to mark the opening after leading those gathered around the bridge's toll plaza in a countdown. "I hope this is more than just connecting two land masses," he said. "I hope that the progress that's being represented at this moment is for a generation to dream big dreams and to do big things." The new, self-anchored suspension bridge with its looming, single white tower will open to traffic along with the rest of the bridge Monday night, California Department Police officers take Randall Versteeg, 37, of Visalia into custody on Aug. 28 in the 100 block of South Crenshaw Street in Visalia.
